Only USA citizens are eligible for 1-year multiple-entry tourist or business visas to Vietnam.

The entry date you write on your visa application will be the date your visa becomes valid for entry. You will not be able to enter before this date. For example you wrote January 1st as the date of entry on your visa application- your visa would therefore be valid and allow you to enter no earlier than January 1st.
