The Kingdom of Saudi Arabia issues several types of travel visa all based on your specific purpose of visit. Unlike most countries Saudi Arabia does not issue a general Tourist Visa to visit the country. That does not mean you cannot visit rather it simply means you must define your purpose of visit before you apply for a visa. For example, to visit as a "tourist" you may apply for a Hajj visa, Umrah visa, or a Family visa for example.
